ParticipantData challenge announcement has stated that registered teams can send only one test data submission per team per week (on Mondays by Noon PST deadline) to data@phmconference.org
Update: We have automated the submission evaluation process and every team can send a test submission per day. All the teams registered will receive an account and password for online submissions on their first submission to data@phmconference.org. Any team can explore the evaluation scores/errors and the history of submission results immediately.

2. Yes, logging delays may occur in all data sets. A logging delay should be strictly less than 15 minutes. So In your example, the logging time is 2009/8/18 18:30:00 (line 13 in plant_1a.csv) does not appear to include any delay. Consider the actual time to be logging time “modulo 15 minutes.”
